In Settings, click SystemLocale and enter the locale settings that the operating system will use as its default for ANSI (non-Unicode) applications. The value should be the language identifier, such as en-US.

How should translation overwrites be handled? Do you want changes in the default site language to overwrite string values in alternate languages? If so, then you must enable the Overwrite Translations option on the Language Settings page.
By default, when a new site is created, it is created in the default language of the SharePoint 7568 installation on the server. The MUI feature only displays site's user interface elements in a user's preferred language. It does not translate content or display content such as documents or list items in an alternate language. To translate webpage content, you use the variations feature in SharePoint Server 7568 or SharePoint Online.
