I had the same issue yesterday with my pc after loading fail-safe bios settings (OC gone wrong).
After a while I just remembered to change to AHCI in the bios again (I have an SSD).

I Tried that and it just brought me back to the screen with repair computer or start normally, and they both do nothing. I then tried pressing f8 again and at the menu selecting System restore config or whatever, and then it eventually froze on a blank screen . I tried starting in last know good config that also didnt work.

The first step for me when hanging, when logged into Windows is to check the Event Viewer and see if there is an application that has reported high hang time index. That would save much time.
